At the Assembly

The Assembly met every ten days or so. Any citizen could stand up and speak in the debates, and could vote on whether to pass new laws. Each year 500 citizens would be chosen to be members of the city Council. The Council planned new laws, and then the Assembly debated (talked about) them and decided if they should be put into action, or not.
